
Metro Manila Mayors Approve Street Parking Ban
Metro Manila mayors have unanimously approved a new regulation banning street parking along national primary roads. In addition, parking on secondary roads will also be prohibited during peak hours, in a bid to ease worsening traffic congestion across the capital.
The decision was made during the Metro Manila Council (MMC) meeting held at the Metropolitan Manila Development Authority (MMDA) headquarters in Pasig City on September 16. The council passed MMDA Regulation No. 25-001, also known as “Harmonizing Public Street Parking in Metro Manila and for Other Purposes.”
Under the measure, parking will no longer be allowed on national primary roads. On national secondary roads, local government units (LGUs) may still allow parking through local ordinances, but not during rush hours from 7 a.m. to 10 a.m. and 5 p.m. to 8 p.m.
MMDA Chairperson Romando Artes explained that the new regulation supports President Bongbong Marcos’ directive to keep roads clear of obstructions and ensure safe, continuous access for motorists, commuters, and emergency responders.
He added that LGUs must now pass or amend their ordinances to align with the new MMDA rules.
Exceptions and Additional Rules
The ban does not cover emergency vehicles such as fire trucks and ambulances, or stalled vehicles that require immediate assistance. However, public utility vehicle terminals will no longer be allowed along national roads, with LGUs tasked to designate proper locations within their areas.
Metro Manila mayors stressed that the policy is not a “one-size-fits-all” solution. LGUs will still have discretion in identifying specific roads where parking may be allowed, as long as it does not obstruct traffic or emergency response.
The MMDA aims to roll out the regulation before the busy Christmas season to help manage traffic flow.
