The KONEKTADONG PINOY ACT: Bridging the Digital Divide in the Philippines

Republic Act No. 12234, also known as the Konektadong Pinoy Act, was enacted on August 24, 2025. Sponsored by Sen. Alan Peter S. Cayetano, this legislation establishes a comprehensive and inclusive data transmission and connectivity framework for the Philippines, aiming to improve internet services and narrow the country’s digital divide.

The law institutes an Open Access Policy to make the data transmission market more accessible and competitive for service providers. This increased competition is intended to give consumers more affordable and reliable options for internet services.

The Konektadong Pinoy Act mandates that all Data Transmission Industry Participants (DTIPs) must register with the National Telecommunications Commission (NTC). DTIPs are required to comply with registration and certification procedures, including a cybersecurity audit conducted by the Department of Information and Communications Technology.

The NTC is tasked with monitoring and measuring the service provided by all DTIPs based on prescribed performance standards. Penalties may be imposed for non-compliance, ensuring accountability and quality of service.

The law clearly defines the rights of consumers utilizing data transmission services:
Users of data transmission services shall have access to non-discriminatory, reliable and compliant data transmission services. Additionally, they must be accorded courteous and efficient services at business offices.

The Konektadong Pinoy Act represents a significant legislative step toward modernizing the Philippines’ digital landscape, focusing on competition, infrastructure expansion, and consumer protection to effectively close the digital gap.
