Marcos Signs E-governance Act Into Law

September 12, 2025

President Bongbong Marcos has signed into law the E-Governance Act or RA 12254. The law will push government agencies to go digital in order to make services faster, more transparent, and easier to access for Filipinos.

The law covers all branches of government— from national agencies down to local government units (LGUs), state universities and colleges (SUCs) and government-owned or -controlled corporations (GOCCs), and even Philippine government offices abroad.

It aims to cut red tape, improve coordination between agencies, and bring more services online.
The DICT will lead the rollout and ensure projects align with the country’s overall ICT plans.

A unified E-Governance Project Management Office will be set up to oversee ICT initiatives across all agencies.

The law also ensures data privacy, cybersecurity, and free public internet access, especially in underserved areas.

Simply put, the E-Governance Act is about building a faster, safer, and more connected digital government so Filipinos can save time and get services without the usual hassle.

RA 12254, made public on September 11, takes effect 15 days after its publication in the Official Gazette.
